RLH EL Centre Director Responsibilities

Governance and Compliance

  • Oversee the overall operation of the Centre to ensure full compliance with the Education and Care Services National Law (WA) Act 2012 and Education and Care Services National Regulations 2012

  • Ensure alignment with the National Quality Framework (NQF), including the National Quality Standard (NQS) and Early Years Learning Framework (EYLF)

  • Demonstrate comprehensive knowledge of the National Child Safe Principles / Child Safe Standards and ensure their effective implementation across the service in both policy and daily practice

  • Ensure child safety remains the paramount consideration in all decision making, operations and practices

  • Monitor, review and update all policies, procedures and compliance materials to ensure currency, effectiveness and alignment with child safe requirements

  • Ensure the service is consistently prepared for regulatory authority visits, including unannounced spot checks

  • Regularly review and download the latest Early Childhood Regulatory Unit (ECRU) spot check resources and guidance to maintain readiness
     

Regulatory Reporting and Administration

  • Complete and submit all required reporting to the Early Childhood Regulatory Unit (ECRU) via the NQS IT System (NQSIT) portal

  • Maintain accurate, complete and up-to-date records in accordance with legislative and regulatory requirements

  • Ensure appropriate record keeping, storage and archiving practices are implemented in line with regulatory retention requirements

  • Oversee secure storage, confidentiality and accessibility of records, ensuring compliance with privacy and data protection obligations

Child Care Subsidy (CCS) and PRODA Management
•  Ensure full compliance with Child Care Subsidy (CCS) requirements, including accurate enrolment, attendance and session reporting

•  Maintain an active PRODA (Provider Digital Access) account with appropriate access permissions

•  Be prepared to act as, or support, a Person with Management or Control (PMC) in accordance with CCS requirements

•  Manage and maintain service and personnel details via PRODA to ensure ongoing compliance

•  Maintain and oversee the CCS B2B software/device to ensure accurate and secure data exchange

•  Monitor CCS compliance obligations and respond to any issues or notifications from relevant authorities

Assessment and Rating

•  Demonstrate strong knowledge and experience in the Assessment and Rating process under the National Quality Framework

•  Lead and coordinate preparation for Assessment and Rating visits, ensuring all documentation, practices and evidence align with the
   National Quality Standard

•  Conduct internal audits and critical reflections to ensure continuous readiness across all Quality Areas

•  Guide educators and staff in understanding their roles and responsibilities during the Assessment and Rating process

•  Ensure the Centre environment, documentation and practices consistently reflect high-quality outcomes

•  Support the team during Assessment and Rating visits and respond to authorised officer requests as required

•  Review Assessment and Rating outcomes and lead continuous improvement strategies in response to feedback

Quality Assurance and Improvement

  • Lead and maintain the Centre’s Quality Improvement Plan (QIP), ensuring ongoing reflection, evaluation and continuous improvement

  • Embed a culture of continuous improvement aligned with best practice, regulatory expectations and child safe principles

  • Oversee internal quality reviews and ensure practices meet and exceed the National Quality Standard

 

Health, Safety and Risk Management

  • Ensure all health and safety requirements are met, including compliance with legislative obligations and best practice standards

  • Maintain accurate health and safety records, including records of incidents, injury, trauma and illness

  • Oversee risk management processes to ensure a safe and secure environment for children, staff and families

 

 Food Safety Management

  • Oversee the implementation, monitoring and continuous improvement of the Centre’s Food Safety Program

  • Obtain and maintain a valid Food Safety Supervisor Certificate

  • Ensure compliance with all relevant food safety standards, legislation and guidelines

  • Ensure all staff involved in the handling, preparation and serving of food complete and maintain current annual Food Safety Training

  • Maintain records of staff food safety training and ensure timely renewal to meet compliance requirements

Human Resources Management

  • Lead all aspects of staff performance management, including:

    • Probationary reviews at 3, 6 and 12 months

    • Annual performance reviews

    • Development and implementation of Performance Improvement Plans (PIPs) where required

  • Ensure staffing practices comply with employment legislation and sector requirements

  • Support staff development, mentoring and professional growth

  • Promote a positive, inclusive, child-safe and professional workplace culture

  • Ensure all staff maintain current and compliant qualifications and certifications, including First Aid, CPR and Working with Children Checks

  • Develop, implement and maintain a comprehensive staff compliance register to monitor training, qualifications, certifications and expiry dates

  • Ensure timely renewal and documentation of all mandatory training requirements


Operational Leadership

  • Oversee the day-to-day running of the service to ensure high-quality care and education

  • Provide strategic leadership and direction to the management team and educators

  • Ensure appropriate staffing, resources and systems are in place to support effective service delivery

  • Develop and manage staff rosters to ensure compliance with educator-to-child ratios at all times

  • Ensure rostering decisions prioritise child safety, continuity of care and operational efficiency

  • Maintain strong relationships with families, the community and key stakeholders

  • Manage and respond to complaints and feedback from families in a proactive, professional and timely manner

  • Ensure complaints are documented, investigated and resolved in accordance with service policies and regulatory requirements

  • Use feedback and complaints as an opportunity for continuous improvement

  • Be prepared to undertake the role of Nominated Supervisor, ensuring compliance with all associated legislative responsibilities when required
     

Financial Management, Marketing and Occupancy

  • Create, implement and maintain the Centre’s annual budget in alignment with operational and strategic goals

  • Monitor financial performance against the budget and adjust as required to ensure sustainability

  • Obtain and evaluate quotes for goods and services to ensure value for money and informed decision making

  • Authorise and manage expenditure in accordance with the approved budget

  • Ensure staffing costs are effectively managed and do not exceed 75% of total income

  • Set, review and maintain service fee structures in line with operational sustainability and sector expectations

  • Monitor and manage debt, including implementing effective debt management strategies and follow-up processes

  • Oversee financial performance related to occupancy, enrolments and revenue

  • Lead and implement marketing strategies to promote the service and support enrolment growth

  • Actively advocate for the service and the broader early childhood sector

  • Manage and monitor occupancy levels to ensure financial viability and sustainability

  • Oversee and maintain waitlists, including both internal processes and external enquiries

  • Develop and implement strategies to convert enquiries into enrolments and maintain optimal occupancy

Funding, Grants and Financial Accountability

  • Identify, apply for and manage relevant grants and funding opportunities

  • Ensure accurate completion of grant applications in line with funding requirements

  • Oversee acquittal processes, ensuring funds are used appropriately and reported in accordance with funding agreements

  • Maintain accurate financial and supporting documentation for audit and compliance purposes


Digital Technology and Child Safety

  • Ensure compliance with all digital technology requirements, including privacy, data protection and acceptable use

  • Oversee the safe and appropriate use of digital devices and platforms within the service

  • Ensure all digital images, recordings and documentation of children are managed in accordance with child safe standards, privacy legislation and service policies

  • Ensure all staff, allied health professionals, contractors and visitors adhere to digital technology and child safety requirements at all times

  • Implement and monitor procedures to prevent unauthorised use, storage or sharing of images and information

  • Provide guidance and oversight to ensure consistent, safe and ethical digital practices across the service


Governance, Board Reporting and Stakeholder Accountability

  • Prepare and present regular reports to the Board, providing updates on compliance, operations, financial performance, risk and quality improvement

  • Attend and actively contribute to Ruth Landau Harp EL sub-committee meetings and broader governance forums

  • Provide accurate, timely and relevant information to support Board decision making and strategic planning

  • Ensure transparency and accountability in reporting across all areas of service operation

  • Implement and follow up on Board decisions, actions and strategic priorities

  • Maintain professional relationships with government agencies, regulatory authorities and key stakeholders


Continuous Readiness, Sector Engagement and Advocacy

  • Maintain a proactive approach to compliance and quality to ensure the Centre is always audit-ready

  • Stay informed of regulatory updates, sector changes and emerging best practices

  • Regularly participate in professional learning, including face-to-face training, online learning modules, webinars and team meetings to remain current with sector developments

  • Actively engage in professional networks, including Australian Childcare Alliance (ACA), Early Childhood Australia (ECA), Director networks and sector forums

  • Maintain professional relationships with government officials and sector representatives

  • Advocate for high-quality early childhood education and care at a service and sector level

  • Attend and contribute to sector updates, meetings and professional discussions to inform practice and leadership

  • Lead a culture of accountability, professionalism and continuous improvement across the service
